Delaware's net metering policies are designed to allow both residential and commercial customers with solar photovoltaic (PV) systems to offset their electricity costs with the energy they produce. These policies include the following key components:

• Credits for Excess Electricity: Under Delaware’s net metering program, solar customers receive credits for any surplus energy their systems produce and send back to the electric grid. These credits are used to offset future utility bills, effectively reducing energy costs for solar owners.
   
• Retail Rate for Excess Generation: One of the most advantageous aspects of Delaware’s net metering program is that surplus electricity is credited at the retail electricity rate. This means customers receive the same rate for the energy they produce as they do for the energy they consume, making net metering a more equitable and beneficial program compared to other states where excess generation may only be credited at a lower rate.
   
• Annual True-Up and "Price-to-Compare": At the end of each annual billing cycle, any remaining credits that a customer has accumulated are "true-ed up" and compensated at the avoided cost or "price-to-compare." This lower rate is the cost the utility would have paid for purchasing power from the grid, typically lower than the retail rate, which serves as an incentive to balance the net metering program and avoid long-term financial obligations for utilities.
